Position: The IJN have established their dream perimeter and maxed out the PoC.  If the USN had only the normal 3 turns left, it'd be all-but-over.  Fortunately, this scenario can break that rule -- after all, the United States wouldn't have stopped fighting just because it's the middle of 1945 and they haven't won yet!

Special Rules: Prior to play, USN places units in "Flexible USN Forces" at any owned base or port.  Then begin with Turn 6 IJN patrols.  Missing amphibious units and LBA return to play on Turn 7.  Otherwise, all play and PoC values for sea areas are normal.

Designer's Notes: A lot of conservative IJN play is designed to produce the position known as the Full Applebaum -- or something very close to it.  Play of this scenario should demonstrate how powerful that position is -- and how it must be avoided at all costs by the USN.  In fact, it would be pretty rare if the USN managed to get itself into the Full Applebaum and still have as many forces left as shown here.  If any USN player ever puts the PoC into the blue by Turn 8 without risking a suicidal battle (the kind that typically kills you even when you win the battle) on Turn 6, let me know!
